In preparing future budgets, Cook County may face rising costs and static revenues. How should county government evolve? What specific finance strategy will you encourage for producing balanced budgets? Please be decisive.
Cook County should evolve by looking at creative ways to find streams of revenue outside of regressive taxation. Developing a strategy for maximizing collections for healthcare as well as a strategy that utilizes technology to streamline services and create more efficiencies. Finally, the use of restorative justice reform to aid in lowering jail populations and operational costs.
If faced in budget debates with cutting the county's payroll or raising taxes, which one will you choose, and why? Please be decisive.
Laying people off and raising taxes is not the solution. Before choosing, we should be asking if, the county government is currently delivering efficiencies and modernizations. The county needs progressive streams of revenue, not regressive.
Do you favor or oppose privatization of county services and downsizing of the county's workforce?
I am against privatization. To reduce costs, I believe we should focus on improving efficiencies and modernizations of existing services.
The relative stability of the county health system has reduced the costs to taxpayers. How can the county now stabilize the finances of the public safety and court systems?
The county should force the state to pay and not just rely on the backs of the tax payers.
What is the role of the County Board in accelerating criminal defendants' time to trial and otherwise speeding up the flow of court cases? What if any changes do you propose for defendants' pre-trial release and electronic monitoring?
The county should work collaboratively with the court system to find new ways to accelerate trials. Also, we have to find solutions that address overcrowding at Cook County jail for non- violent offenders, who are awaiting trial, taking into consideration the use of electronic monitoring and services in the community.
Do you favor or oppose contracting with municipalities or other public bodies to take over services now provided by the county's highway department, the forest preserve police, and other county-run offices? Please be specific.
As Cook County Commissioner, I would look into delivering efficiencies and modernization to be most cost effective. I would be open minded in contracting with municipalities and other public bodies.
Do you believe unincorporated areas of Cook County are paying their share for services provided by the county? What if any changes do you propose?
I am open minded in supporting efforts in adjoining municipalities.
What specific changes, if any, do you advocate for Cook County's property assessment system? Do you favor or oppose creation of an office of tax administration to combine functions now performed by several offices?
Yes, I believe in delivering efficiencies. Creatively combining functions and/or offices in the county will alleviate raising property taxes.

As Cook County Commissioner, I plan to properly assess and make new proposals as needed.
